I like the idea of it being a stab at Dubai but if it is I don't really get it. I think it’s just a cheap shot at tweekers and I'm with B William on that one: tweekers are people too. Sweaty, pockmarked, paranoid, twitchy people. Who are really into taking stuff apart. Perfectly normal, perfectly healthy....
